I used an app on a previously jailbroken iPhone 4, and it allowed you to edit the text of all popups on the phone, like the low battery popup, but for the life of me, I cannot remember the name of it.

Desperately need it for my 3GS!!

Were you editing the strings? You can do that without an app, just a text editor or iFile.
 
It was just an app that let you edit the strings of the popups like mentioned just above this post.
 
MyStrings or iStrings seems to be what I want, but neither seems to work from Cydia. Oh well.
