iPad looking for video app with chapter markers

hi

a friend who is a speech therapist wants to use the ipad to record her pupils then playback to them and family to show them what they are doing well etc.

we looked at my ipad to see if the video camera was good enough.

what is lacked was a simple timeline - to note specific points of interest. Is there an app to record video then simply tap a point intime to fast forward to it?
