Looks like 8.3 is still having issues with the rotating wallpapers. Didn't take long for me to encounter this after installing 8.3 which claimed "fixed" this problem.

So the wallpaper is having issues rotating...while you have the "wiggling apps for deletion mode" on?

As you can see in the image, orientation lock is enabled. The problem for the 6+ has always been a rotating wallpaper even though:

1) orientation lock is enabled for portrait mode
2) the phone is not even titled sideways
3) wallpaper does not return to portrait mode until it randomly decides to

This is one of the things IOS8.3 claimed to fix.... Been a problem ever since IOS 8.0.

And the wiggle was just to get an extra page in, otherwise my wallpaper would have not been to visible.

My wallpaper doesn't rotate on my 6+ with orientation lock on.
