Lost app! MKV Converter

Awhile back, I found this wonderful app for converting MKV files.
Called something like MKVTools....

NOT MKVTools 2.1, I think it was 1.2 though
If anyone knows where it is, could they post the link?

Okay let me clarify.
Video is already in MKV, has 2 audio tracks, english and Japanese.
i'm trying to extract it with only the english audio

I have been having problems with the Windows version of Handbrake. When I convert the MKV file using the Apple TV presets, I get no sound...
