Lost iPhone

Hello, I recently lost my iphone and I am tracking it with iPhone finder or iCloud finder etc. It keeps showing as offline every time, since the last two weeks.

I would like your valuable input on this, like should I just consider it lost and give up?

Either it has run out of battery or someone has found it and erased and set it up as a new phone. Did you contact your provider to have it black listed?
