Lost widgets

I have a couple of widgets that do not respond. I would like the Phone Book to display, but I can't seem to activate it. It resides in Library/Widgets, but I can't get it to appear in the Widget dock or screen. I tried moving it to ~Library/Widgets with no success. I tried to find a download, but there wasn't one available at Apple or versiontracker. Any ideas?

Maybe try to quit and relaunch dashboard.
Log out and in on your machine.
Reboot.
Or a classic: repair permissions.

Just making sure.
On the right of the dashboard dock is an arrow that lets you move to the 'second page'. You never know
