Low Battery. To continue, connect Apple Watch to its Charger but battery have juice. Help

I have buy apple watch 7 45mm with 96% health,

i want to set it up but show me the msg: (Low Battery. To continue, connect Apple Watch to its Charger.) but when i connect it to charger and start to setup the watch,when watch power on after few min the watch was on 81% wtf? What is wrong here? Pls help
