when i connect my iphone into the computer I open the drive it's 5.94gb free of 19.9gb.. is this normal?
how do i clear it I don't have anything saved on my phone.

You have no music, apps, or movies on your iPhone? Try restore it
 
Yep, as mentioned before you should try and restore it.

Simply go into Settings>General>Reset>Erase All Content and Settings.

Note however that you shouldn't do this if your phone is jailbroken as it will be stuck in a continuous loop.

Restoring doesn't involve erasing all. There's no reason to do this.

Restoring and what you're talking about are 2 different things. And aren't JB phones supposed to be able to do anything?

Woops misread what the poster had said before me.

If your phone is JB and you do what I said then you will 'stuff it up' and it will be frozen on that screen. I can't really go into much detail as it's off-topic but there are other threads on this issue if you're interested.

Yep to the O.P; do what the poster said and restore the phone and see how that goes. :)

All good...though re-reading the OP, I'm not aware of any iPhone that would have that capacity.

Yup. This has happened to me more than once. Although you think it is but trust me, the brick isn't very useful.
