Anyone else getting this message? Upon booting up computer with the only thing running is Safari, I get a "Low on Memory" message and it tells me to close out some applications. This happens on my 2020 MBP 13" with 32 GB Ram running Catalina. I have also seen the same message on my M1 Mac Mini with 16 Gb of Ram running Big Sur. The Activity monitor only shows 10.32 GB being used. This error message makes no sense at all!

You can use a utility that comes with macOS, Activity Monitor, to see what is using memory at any point in time. It also shows a graphical representation of "Memory Pressure" that can be useful when troubleshooting.

The only app open is Safari. Activity is showing 11.2 GB being used leaving 20 GB plus available. Can possibly be low on memory with 65% available.

You've fresh booted, only have Safari open and you're using 11.2Gb of RAM? That sounds kind of high. What site(s) do you have open?

Is the 'low memory' message a Safari message or an OS message? A screenshot from Activity Monitor sorted by the Memory column would also help people to diagnose.
