Low power mode -30hz refresh rate

Anybody else noticed that low power mode in macos also reduces the refresh rate to 30hz. I tried a refresh rate tester through safari and indeed when off its 60hz and when on its 30hz.

I can mirror this in the iPadOS low power mode to so assume it is normal, but thought it only under locked, but obviously does a bit more than that.

does anybody else note the refresh rate drop?
