Low Signal bars?

So the iPhone has three and my girlfriend has full bars on her android right next to me. But when make a call it goes full bars till I hang up. Anyone know why ?

I only get like 3 bars of wifi but in speedtest I get 48mb download & 10mb upload

On LTE the same 3 or 4 bars never full but I get speeds of 20mb download

My iPad in the same room always has full bars 5

Maybe it has two antennas only one is active when not on a call?
