does anyone know of a programme that lowers the bit rate of an mp3 file because i would like to put a few on my phone but it only has a 6mb HDD and can't take SD cards

iTunes would work as well. Just go to Preferences -> Advanced -> Importing -> Import Using => select MP3 and set the new bitrate.

Now when you highlight any song number of songs and right (or control) click on them, you'll get an option to "Convert to MP3" at the bit rate you just selected.
