The iPhone's lowest volume level has always been a bit too loud for my ears, but the iPhone 16 Pro Max's lowest volume setting took things up a notch or two (pun intended). It sounds like the volume is set to level 3, not 1.

Anyone else think that the lowest volume level is very loud? I find myself pressing the bottom of the iPhone down on a pillow or against my hand to muffle the speakers while in bed playing relaxing games or consuming media as this 'lowest volume' is irritating (to my own ears).

Is this an iOS thing or an iPhone thing? I am hoping this is an iOS thing and an update will provide at least 1 more volume level down.

Yes, it is. Out of three 16 PMs I have tested two months back, there was only one that had the volume really low at the first stage when using the physical buttons. But that specific one got returned for another issue.

It's funny, I tried volume control in the Control Center as well, but didn't notice a difference when lowering it a bit. I tried again and it looks like you have to lower the volume until you can barely see the line to get a truly low volume setting. It could be lower, and I'd prefer another volume level or two via the hard volume down button, but I'll take it!
 
Maybe you can make a shortcut that sets the volume to a very low level, say 1, or even 0. Then another shortcut can increase volume by 1 (or whatever the smallest change is), and you can incrementally adjust the volume to find the level you prefer. Finally, make a shortcut that sets exactly that preferred level.

I did something similar with screen brightness. I fiddled with a few preset levels before deciding on the exact one I wanted.

I'd also look at the Accessibility settings to see if something might be unintentionally set there.
