Lte in Cleveland AT&T or Phone issue?

I'm downtown Cleveland and phone says 4g on the phone. Speed test giving me only 4.4 down, 1.05 up. Cleve supposed to be lte. Is this an AT&T issue or phone issue? Will phone say lte when in that area?

I was in Cleveland all weekend and had some blazing fast LTE speeds. That was when I was on the westside near Rocky River, Fairview etc but when I was in mentor on the east side by the lake i was dropped to 4G speeds and it was slow.
