Hello, I saw on Apple support the Mid 2014 iMac can be used in target display with a 2019 or newer make under thunderbolt 1/2 so are you able to use this with the M1 Mac Mini aswell? (https://support.apple.com/en-au/HT204592)

For example: Have a Thunderbolt to HDMI dongle and plug a HDMI from the dongle into the M1 Mac mini. Would something like this work?

If this is the case and works. What happens to the iMac while running in this mode? Dose it consume less power since it would only be running the screen it self, or is the computer it self still running like normal in the background?

No, target display mode does not work anymore with M1 macs :(
That only applies to Target Display Mode via Thunderbolt.
(The 2009/2010 27" iMacs do Target Display Mode via DisplayPort, and that still works from M1 Macs.)

That dongle is only from Thunderbolt to HDMI and is not going to work. There are no dongles to go from some other signal to Thunderbolt.
2011 and later iMacs that support Target Display Mode require the video signal (1) to be input natively via Thunderbolt (so no adapter is going to work) and (2) to be coming from a computer running macOS. So a PC with a Thunderbolt add-in card isn't going to work either (it's been tested).

What happens to the iMac while running in this mode? Dose it consume less power since it would only be running the screen it self, or is the computer it self still running like normal in the background?
It's still fully running (it has to be fully booted up into macOS for Target Display Mode to work) and consumes the full amount of power.
