I have an M1 MacBook Air running Monterey 12.4.

I can't upgrade apps in the Applications folder. When I try an update/install it fails and says it can't move the app.

If I try to delete the app I just get a beep. If I try to Show Package Contents I can delete the contents but the 'package' remains.

I have checked Info and the Applications folder isn't Locked and Permissions seem to be ok.

I have tried logging in as Root but it keeps asking me to enter my Apple ID password but then won't let me. It's caught in a loop.

I have tried rebuilding the hard drive and restoring from TimeMachine but it persists.

Any ideas?
 
Weird. Try to go into terminal and do the following commands:
% sudo chmod 461 /Applications
It'll ask for you password.
Also, for good measure:
% sudo chown root:admin /Applications

The % is the prompt.
