I've been through 5 different (supervisory) support people and had this issue submitted to Engineering, sent data logs and - nothing.

I have several different machines and devices. Safari bookmarks sync with each and everyone of them - except for my brand new M1 MacBook Air. I've wiped it out and reinstalled, turned sync on and off, everything under the sun and they will NOT sync. I have seen this issue on other forums, and the only thing that worked was creating another user which would then sync. Didn't work for me, though. After a month of doing this, they are shipping me a new machine and HOPEFULLY it will be machine centric.

Anyone else having this really, really annoying problem on a machine that is otherwise FABULOUS???

iCloud syncing in Safari is just plain broken on the M1. My bookmarks sync but iCloud tabs have never showed up on my Air. My intel Mac, iPad, and iPhone work...sometimes. The data can be days old or only a few hours old. I've tried everything short of reinstalling, and from what I've read, that hasn't fixed it for anyone so I'm not going to give up several hours of my time for something that seems so simple for Apple to fix.
