I have an M1 Ultra with 64GB of RAM and I noticed that Safari is sometimes very sluggish. I think I've traced it to mbackupd taking 100 of %CPU when it's doing a Time Machine backup. Why in the heck would a Time Machine backup take 100%CPU on an M1 Ultra with 64GB of RAM?

Probably because it’s a stupid app. Backups used to be performed when the user did not use the Mac, like during the night. How can something be backed-up if it’s constantly changing?
 
As a solution, you may disable automatic Time Machine backup.
But honestly it should be calm after it's dodgy "paperwork", just wait for a while (or disable auto backup, but don't forget to run a backup time to time)
