I'm debating upgrading my 'M1 8GB 256GB' mini for some reason not entirely clear to me, but there you go..
It will either be to the 'M4 16GB 256GB' or the 'M2 16GB 256GB' versions. For the latter I could still use my Satechi Hub Stand with NVME ssd, which would be nice, not sure if they have come out with one that fits the M4 yet.
Would there be a huge difference in performance between these two minis?
 
EugW is right about the m2 v. the m4.
Get the m4.

BUT...
256gb of SSD IS NOT GOING TO BE ENOUGH (the shouting is intentional).
Get AT LEAST 512gb.
1tb would be better.

Buy 256gb, and I predict you will come to regret having done so sooner rather than later.
Does the 256GB version of M4 have the same slow speed as it did on the M2?
Not really anywhere close to needing 512GB when I have the external ssd, thus far anyway.
 
How can we give you recommendations when you don't even know yourself what problem you're trying to solve?
You never got the urge to upgrade just because? don't worry, it will come.
Besides, it's not really that hard, as you can see several has managed just fine😆
