Why did transferring files from pc to mac mess up my flash drive? How do I fix this?

I put video files on to a flashdrive from a PC. I then put the files from the flashdrive onto my mac. I then deleted the files from the flashdrive. After doing this, I noticed that the 4 gig Ativa flashdrive did not regain the memory back after removing the files. I reformatted the flashdrive in fat32 on the pc. When reformatting, it would only give me the option to set the flashdrive memory to 200mb. What is wrong? How can I fix this? Why did this happen? Please don't give me an answer unless you know what you're talking about.
 
When a file is deleted using a Mac, the space is not re-useable until you empty the trash. The file still resides on the original drive until this is done.

Try reformatting on your Mac. Use Disk Utility (Applications>Utilities>Disk Utility). Use "Erase" and select "MS-DOS FAT".
