Mac App Store - blank screen

I'm getting a blank screen on my Mac App Store and it's been happening for a while now. There's a spinning wheel showing at the top but nothing happens.

I have tried

- dumping the AppStore prefs and restarting Mac (didn't work)
- resetting PRAM (works after a restart for about 3 minutes then stops working again)

Has anyone had this issue? I'm running El Capitan latest update and on iMac Retina 5k
