I need a Mac app for converting an MP3 file to a lower bitrate (128kbs) so that the file size is smaller and it will stream better online in a flash MP3 player. Any suggestions on something that's preferably freeware??

iTunes can do it. In Preferences --> Advanced --> Importing, set the options to "MP3 Encoder" and "Good Quality (128 kbps)". Then right click in iTunes on the file you want to convert, and choose "Convert Selection to MP3".

Ideally you'd start from the highest quality source you have (like a WAV or AIFF file rather than an already-compressed MP3 file of 160 or 192 kbps), but work with whatever you've got.

Set iTunes to 128kbps and then right click on the song and select Create 128kbps version.

"Import Settings" are now found on the "General" tab of iTunes Preferences.
