Mac AppStore Sign-In Not Working

in the Mac App Store when I click sign in or try to download an app it doesn't pop-up the normal Sign-In-Box it shows a progress wheel in the top left corner for about 3seconds and goes away, after this happens it should normally pop-up then sign-in box but it doesn't. Any Ideas?

I have the same problem, but then still on 10.7.4 with a brand new Macbook Pro 13inch.

Any help would be greatly appreciated, as I'm unable to download any of my apps now!

I called apple and the third person I talked to is a AppleCare Senior Advisor and he said that it's a know issue that there is a conflict with parental controls and the App Store and we sent some data from my mac and they are working on it because no one with those settings can look at apps or buy them.
