wanting to get a new Mac Book Pro 13 inch with Retina

going to upgrade to the 3.1GHz Dual-core Intel Core i7, Turbo Boost up to 3.4GHz

now should i wait for the skylake or just go for it

its mainly going to be used for
Photoshop

will the skylake make much improvement

Skylake will make some improvement especially graphics card wise, I doubt the CPU will be much different though.

To be honest the i7 on the 13 inch pro is a waste of money the 3-5% performance boost just won't be noticed unless you spend most of the time maxing out your CPU, for photoshop that money would be far better spent on 16Gb RAM.

Better to spend the money to get the 15" with the GPU if you want better performance with photoshop.

Just go for it. Although, the i7 isn't worth it.
