Could I buy the Mac Box Set and use Leopard to upgrade my parents iMac and then install the iLife and iWork on my Mac Pro? My parents don't need iLife and iWorks (I have Leopard) and I would like to upgrade my 08 iLife and iWorks while upgrading their OS. Is this possible (does the package have multiple discs?), practical and ethical?

It definitely possible. I'd say ethically it's fine. It may be against the actual letter of the included EULA which may say that you can only all the software on a single machine, but no-one is likely to chase you over that...
It's not against the EULA, because the OP is only installing Leopard on one Mac (parents' iMac), and only installing iLife and iWork on one Mac (OP's Mac Pro). There isn't a separate EULA for the box set, only 3 EULAs for Leopard, iLife and iWork, which are 3 separate DVDs in the set.
