Mac Developer Library not support on Yosemite?

Hi I was new in Mac development. I want to develop sth about camera frame so need to create a camera plugin like CamMask. And I found CoreMediaIO library might work. But it is for 2012 Lion version.
It seems can't use on Yosemite. Did anyone can help? thanks.
