My computer has been acting slow and when I started up activity monitor noticed that mac mail is taking between 20-40% of CPU even when idling with windows closed. Any idea as to why or how to diagnose/fix this problem?

Have you tried quitting Mail and relaunching it? Restarting your computer? I'd try that first.
 
Yes, did those two things.
You might try removing/re-adding your mail accounts. Also, you could trash your plist and relaunch Mail. The .plist is located here:
/Users/yourusername/Library/Preferences/com.apple.mail.plist​
Also try setting up a new user account on your Mac and see if the same issue presents itself while logged into the new account.
