I know this may be an issue that some have resolved but its baffled me. I run my mini 2018 via a USB-C to HDMi to a 4k display. I have to do this due to moving and having less room for a monitor. Anyway the cable is rated at 60hrtz but on start up the Mac is 30hrtz and has no display options on the Mac apart from a lower refresh rate. If I switch off and reset the PRAM and reboot and then go to display settings in system preferences I can the pick 60hrtz and it works fine till next reboot. I have tried several quality cables and its the same.

Any ideas you wonderful technical people.
 
I haven't tried that configuration, but those are different protocols. I'm assuming this is an hdmi display. Is there a reason you aren't connecting it directly to the hdmi port? I've always found using native ports where possible to lead to fewer headaches with possibly flaky drivers.

 
Probably a good idea to supply the model number of your monitor too. Even if you think the cable is suitable for 4k have you tried another cable or tried that cable on a different Mini (or indeed a different Mac?)

I do know from recent research that USB-C docks that supply 4k at 60Hz on HDMI are relatively rare and always quite a bit more expensive than the cheaper ones which only do 4k in 30Hz.
 
Tried several cables and its the same no matter what display. When I was using a monitor I used DisplayPort and it was fine
 
I recently had a problem with my USB-C to DP cable. It was OK, but glitchy, then one day dropped down to a permanent, stable, 24 hz. No better refresh options were available. So I agree with chfr, this could also be a problem with your USB-c to HDMI cable.

This is likely an issue on the display end. Your best bet for an HDMI display is an HDMI connection, not usbc->HDMI. You might want to search for experiences of others based on the display model you're using, but I would never recommend someone connect to a non-native port when a native one is available. It puzzles me to see so many people do this.

I have tried another 4k TV and it has the same issue. Its ok at the moment whilst using but if I switch off and reboot later it will be back to 30 hertz
