Planning on buying a 2018 i5 Mac Mini to use for Final cut pro and Premiere.
I am aware of some throttling issues during rendering, but I would like to know if the onboard Intel GPU supports 4K encoding for faster rendering or it relies only on the CPU.

For final 4K encoding in h.264 or h.265 format, hardware encoding via Quicksync (available for Core I series) and the Apple T2 security chip will both work in tandem and do indeed speed up faster rendering compared to Xeons or just Quicksync. For effects and color grading renders on the timeline, then you need an external GPU as the onboard Intel GPU is too slow to handle these complex renders. ProRes and RAW renders will default to the CPU.
