She's all about her photos and she's been using her iPhone 7 as her main camera. With iCloud the photo organization will be so much easier lol.

I'm looking at the refurb options on the apple site.

What I'm seeing is:

Mac Mini: Needs monitor (monitor already at the house for a windows machine) and external drive.

iMac: comes with monitor, but then it's also stuck with that monitor. Less need for an external drive but likely still needed.

Any genuine extra bang-for-buck on an iMac?

iMac still comes with a slow HDD. Mac mini comes with SSD.
Since you already have a monitor, and external drives are cheap these days, I'd go with the Mac mini. You can upgrade the display later, something you can't do with the iMac.
