I am looking at getting the new mac mini but am unsure if it will suit my needs. I currently have a samsung 20" DVI monitor and a samsung 32" tv. both are under a year old and have the latest connections.

Is there a way i will be able to link both to the Mini? I no it has two screen outs

If i connect the mini dvi to my monitor will i be able to use the displayport video out with an adapter to connect my tv with HDMI? or the other way around with a DVI to HDMI

My take on this (correct me if I'm wrong):

Mini-DVI to DVI adapter ----> Samsung 20"

Mini-Displayport to DVI adapter (sold separately) ----> Samsung 32"

If the resolution of the 32" is 1920x1200 or below, then you can get the cheaper mini displayport to DVI adapter. If the resolution is higher than that, you'll need the dual link adapter which is $99 USD at the moment.
 
Will the Mini displayport to DVI be able to handle HD content?

Yes,
DVI is the same quality and can handle the same resolutions as HDMI, the only difference is that HDMI carries sound where DVI does not, so you will need to run audio cables from the mini to your TV to get the sound.
