I have purchased a late 2012 mac mini using uptone DC -conversion /linear fan controller kit ,HDPLEXpower supply .I am having issue tv screen goes crazy with vertical bars for about 10 seconds then it reboots .It does not always happen .I use it as a music server .Temp runs 39.c to 44c .Any ideas .

Sounds like a GPU defect. It might be an option to start the Console app, then in the left navigationbar, select System Reports. Then in the list, which is alphabetical, search for entries that are named like this:
Kernel_2017-12-11-082654_mbp2016.gpuRestart

So it starts with "Kernel", then some date and time, then the computername, and then it ends with ".gpuRestart". If that's the case, you know for sure it's the GPU that's #$%^&*

(This all assumes you're on High Sierra.)

This replaces the Mini's power supply. The Mini has to be pretty much completely taken apart to replace the power supply and because of that and how common it is for things to get broken when taking apart this type of unibody Mini, that would be the first place to look. For the OP, was the Mini working properly before you replaced the power supply? Is the external device that is now providing the power approved by Uptone?

It's possible that the GPU is faulty, but for my 2012 Mini, there was a problem with later versions of Yosemite which did produce .gpuRestart logs and kernel panics which stopped when I upgraded to El Capitan. So for the 2012 Mini and High Sierra (which I have not put on my 2012 Mini or my 2012 MBP which has the same GPU), if you have .gpuRestart logs with High Sierra, it could be an OS issue vs. a GPU issue.

Kernal sand box violation .dirtyjets am memory limit. If it is GPU issue how do I fix ?

The "kernel sandbox violation" and "dirty jetsam memory limit" are more likely to be a software issue rather than a hardware issue. The kernel sandbox violation usually means that some software is trying to write to files that the OS says should be written to (this doesn't mean you're being hacked, it's more likely that the software trying to do this was written before Apple put more protection against OS corruption). The dirty jetsam memory limit is something seen in iOS (iPhones, iPads, etc.) not the macOS/OSX - you can search the web if you need a more detailed explanation. I doubt that this message is related to your problems.

I would suggest the following.

1) Run the computer in safe mode.

Use only Apple applications - try using Safari and QuickTime (view videos) and see if you have problems. If you don't, you very likely have 3rd-party software issues.

2) Try a conventional computer monitor (your post says you may be using a TV?) and see if you have problems.

3) Are you running High Sierra? The post #2 suggests that there may be an issue with the Intel HD4000 GPU and High Sierra. It doesn't seem to be widespread but you may want to test an earlier OS and see if you have the same issues. You can try this by using an external HDD if you don't want to use your current system disk. If you need information on how to do this, ask. I have the 2012 Mini with El Capitan and it doesn't have and video problems. I also have a mid-2012 Macbook Pro (same HD4000 GPU) with Sierra and it doesn't have video problems.

4) It could be that whoever installed the Uptone didn't do it properly or the Mini was defective to begin with. You can talk with them about your problems and see what they say.
 
Great thank you I will give this a try .One thing I found while running an apple scan of my system was temp sensor TPOC/AC/DC FAILD .Ethernet failed Missing .I noticed I do not have a thunderbolt connection ? I am running High Serria

A search on the web indicates the TP0C relates to the temperature sensor on the power supply. The information is contained in technical documents relating to the Mini which require payment to access so this a bit of a guess on my part. The temperature sensor may not be needed for the Uptone - they would have a better answer but obviously the sensor on the original power supply is no longer there.

I don't know about the Ethernet and the Thunderbolt - if you don't have anything connected to the port, whatever you're looking may appear to show that you have a problem when you don't. You should run the System Information app, under the hardware section, click on "Ethernet Cards" and "Thunderbolt". If you have the proper hardware that's running, you should get some information back whether or not you have something connected to the port. I think if the Ethernet or Thunderbolt chip is completely broken, you should get a message saying that it couldn't find it (you can click on "Camera" or "Fibre Channel" to see what these messages look like - presuming you don't have a Camera or Fibre device connected).
