Depends on your budget, either the base M4 with 24 GB of RAM, or an M4 Pro with 24 or 32 GB of RAM.

Your current CPU is significantly slower than even the base M4, by about 50% in both single-threaded and multi-threaded.

obviously i would like to keep costs down , i have just checked my memory on my pc to see how much is being used with lightroom and photoshop running at the same time its showing 13gb. I was looking at the base model with 24gb .

Then there you go. I would recommend getting 512GB of storage, 256 is a bit tight on modern macOS, and Adobe programs are quite heavy. I would get external storage for photo storage (if you don't already), it will be far cheaper than Apple's internal storage prices.

Really appreciate your help, I was looking at getting one of the docks that go underneath the Mac Mini with extra ports and a slot for an SSD

FYI. Nemours horizontal docks interfere with WIFI and Bluetooth as the modules are mounted to the black fan vent on the bottom, I use a vertical dock for this reason at same time I use an ethernet connection.

I'm in the same boat.. currently working on a 2018 I5 16/1TB Mac mini using DxO. I like my files stored locally and doing a weekly full backup to external SSD so looking at a M4 non pro with 24/2TB hoping that it will go for the next 5 years. I'm in no hurry as my 2018 is working quite well and am watching the refurb store.
