Mac mini Thunderbolt 4 port questions

I am looking for a replacement for my 2017 27" iMac that is no longer being supported and considering a Mac mini or Mac Studio. I have several external SSD with Thunderbolt 3 ports that I want to connect to the system.

Will the mini's Thunderbolt 4 ports detect that they are connected to a Thunderbolt 3 device and automatically provide the full 40Gb bandwidth to each device?
