Can use a Mac Mini from the US be used in a country that uses 220v without having to use a voltage converter? Just a normal adapter from US plug to other country plug?

Absolutely not an issue... I've been schlepping my macs between the US and Europe for the past 20 years with very basic country adapters and never had an issue.

Yes, either a plug adapter or (my preference) a replacement power cord. The socket on the mini takes an “IEC-320-C7” or commonly called a “Figure 8” or “Infinity” plug.
