I "windows user" and I want to buy a virtual machine image of lion or mountain lion.

Does anyone know where to buy it ?

Technically, it's not legally possible. The EULA stipulates that it's for use on Apple-built hardware.

Mountain Lion and Lion can only be obtained through the MAS, preinstalled on a Mac or online recovery on a Mac.

Do you have a friend with a Mac? You could use their machine to buy yourself a downloadable Mountain Lion image off the App Store, then use the image with this app and an 8GB USB key to make an installer. I don't know what VM software you are using on the Windows side, but I assume with the USB installer you could then install the OS?
