I made this for myself, but I thought I'd share it with others who might be missing this Mac OS X feature when they have to use Windows. It may have already been done before but I couldn't find anything like it.

I used different function keys than the actual Mac version. Mine works over
F5/F6/F7 since function key groupings are different on PC keyboards. The
source code (VB 6) is also included for those who are either paranoid or who
just want to mess with it. Don't be alarmed if nothing happens when you
launch the exe... it's just waiting in the background for you to press those function keys. You can kill it by terminating the MacOSXVolumeControl.exe process.
I know there are a few inaccuracies, such as no shadows under the volume
indicator blocks, but that's because I didn't have a very good reference to
base it on. I have a G4 tower but without the newer Pro keyboard, and even
if I did have one, I have no idea how to take screen shots on a Mac, much
less with a white background. If you can provide a clean screenshot or some
constructive criticism I'd greatly appreciate it.
