I am trying to enable iCloud Photo Library from within Photos on the Mac, and I get an error that tells me I have 6 photos that are referenced and that I need to consolidate them into the library before iCloud Photo Library can be activated.

I then start a smart folder with the criteria 'photo is referenced' but it cannot find any!

I have tried a library repair and a system reboot but I cannot get past this. How can I force photos to show me the photos it believes are referenced?

What about a smart album with the criteria photo is unable to upload to iCloud Photo Library?
