I have a Mac Pro 1,1 on El Capitan, 32 GB RAM, 2x3ghz 3.0 Xeon chips (quad core), ATI Radeon HD 4870 512 MB. Ever since I have got El Cap up and running on it, I have this weird issue where when I trigger a restart from the software, it will shut down successfully, but when it seems to try to turn back on, the machine will continually turn on its fans and the power light comes on, and then it shuts off, and then fans/light come on, etc, ad infinitum.

Basically I can't figure out why it won't allow me to restart it. Any ideas or suggestions? I am sure I'm not the only person who's experienced this (although I understand this machine is ANCIENT).
