My mac pro 2.1 is booting both mac OS 10.7.5 and 10.11.6. My video card i got right now is a ATI x1900 XT. What video card would work with both mac OS i have on here. Mac OS 10.11.6 don't have the drivers for the video card so it will boot up with it but it will flicker once in a while and i don't have any acceleration either. So if there a video card that will work with both that be great. Thanks for the help.

Further into it, under “Which card should I buy?”, the following -
Mac Pro 1,1/2,1 users are limited to a maximum of running Mac OS 10.11.x, thus, do not have to worry about the lack of NVidia support in Mojave. 1,1/2,1 users should consider the GeForce 680 for EFI boot screen support or the GeForce 7xx or 9xx series. Notably, 64-bit EFI-supported cards will not display the boot screen.

Ok cool. I do have a AMD radon 460 with 4gb of memory and a Nvidia GeForce 8400 and 610 GT. I was looking at Nvidia 8800 GT MAC edition video card on EBay. I check out the other cards you have on here too. Thank you.
 
I still have the 7300GT for boot screen.
I got the AMD HD6670 but no boot screen, works in both Lion and El Capital.
I also got the GTX 680 2GB flashed, but it's a 64-EFI and no boot screen either.
You can try the GT120 (original card on MP 4,1) or HD4850 for Apple
