MP 1,1-5,1 Mac Pro 5,1 won't shut down and gets stuck on software update

Hello all. My Mac Pro 5,1 2.93GHz 12 core with Pulse RX 580 on the latest Mojave as of last week recently developed a strange problem. When I go to Apple -> Shut Down, it goes all the way to the screen being black but won't make the last step of actually shutting down. It will sit for 12+ hours like that, fans on like normal, but won't turn off. I noticed this about a week ago.

There haven't been kernal panics or any recent hardware changes that I can point to as the cause.

So, I've been holding down the power button to shut it off. It turns on like normal.

As I post this, I tried installing the latest Mojave supplemental update today and the screen is stuck on "Installing Software Update" with the progress bar stuck at about 5%. It hasn't budged in an hour. What is going on?

I got the update to work by installing and then doing a normal restart from Apple -> Restart instead of hitting Restart from within the software update pop-up.

Computer still won't turn off via Apple -> Shut Down though.

edit: the problem appears to have resolved itself sometime after installing the latest supplemental update from late August 2019.
