Mac Pro dual NIC query

Under Vista one of my NIC controllers states that it only has access to the local network while the other states that it has access to the internet. Is this correct? Would have thought they would be in some type of "load balance" setup instead?

That setup is correct.

Since even 10BaseT is faster than most internet connections these days (short of 10-15Mb Cable and FIOS), load balancing would be redundant and just a waste of CPU cycles.
