It's impossible to do theming with a vanilla mac.

There are theming hacks available, but I am not too familiar with any of them.
 
Of course you CAN change your background picture and you do have some leeway with how pulldowns and info boxes and windows appear (color/transparency) so you may very well be able to go a long way into duplicating this theme.

Snow Leopard, I'd postulate since Panther. Apple started making it really difficult since then

Maybe, but Magnifique worked on Leopard, and made theming quite easy. SL broke that and actually attempting to use Magnifique on SL created a lot of problems which required a reinstall to fix.
 
I used some other apps, not Magnifique and they broke after panther and it was never the same after that.

Plus the theming community was thriving at that point, now not so much :(
 
That is a bummer to hear. Thought that Mi6 theme was kind of cool
