Hi, so I use ethernet internet access with my high sierra mac.

I'm having probs setting Carrot weather app's location which messes up on location each time I use the mac (from sleep, reboot).

It seems the app is using Wifi for location and I've ethernet. Is there anyway I can set my location permanently on my mac using ethernet so that Carrot weather app does not complain? Thanks!
 
It's imposible for macOS to determine location of the mac via Ethernet. This is true for any app that uses native macOS location services.

Is there anyway i can set location manually?
 
Check in System Preferences > Network > Wi-Fi. Check “Ask to join new networks”. Look for xfinitywifi or other free service in your area.
It might be possible to set using a friend's Wi-Fi then when you leave, to remember your location.
