Mac will not complete downloads

I have an ibook g4 here that will start a download at very fast speeds and then just stop, usually after about 5mb or so. The progress bar just hangs for ever. This happens with Safari and firefox, opera,etc. I have never downloaded any speed enhancers or 3rd party add-ons. I connect via airport, but have tried straight from the ethernet with the same results. This happens for everything downloaded from anywhere on the net. Any ideas?

If you create a new user account, does the same thing happen there?
