Macally usb-C mouse doesn't stay activated

Have new MacBookAir. Have plugged in Macally usb-C mouse which works while logged into laptop. However, once I logout or restart the mouse no longer is functional. I have to unplug it then plug it back in after login for it to be recognized. What's the deal?
