MacBook 2013: Best Windows (bootcamp) version? (Windows 8.1 is buggy?)

I'm using a 2013 11" MBA and I've installed Windows 8.1 using Bootcamp but it seems awfully buggy.

For example, everytime it boots into Windows and I login, I get a crash one of the built-in windows services. Also, when I right-click the bootcamp utility in the tray, it often freezes, etc.

Should I just use Windows 7? Is that better supported under Bootcamp?
