Does anyone know what might cause the following to happen on a Macbook?

If on MagSafe power: upon pressing the power button, the machine seems to somewhat turn on. However, the screen is black, sleep light is solid white and the fan is spinning. After maybe 5-10 seconds, the fan slowly speeds up. As it speeds up, power is cut (before it can get even faster) and the machine immediately reboots. On reboot, it exhibits the same symptoms. The fan then slowly speeds up again after 5-10 seconds and this time reaches the highest speed it can. It remains running at this speed until I forcibly cut power.

If trying to run off battery and no MagSafe, the machine will do the same, but continuously reboot just as the fans speed up.
 
Looks like it's the board. I had a feel around the board and the board started getting really warm around the fan connector area. I put my hand on the chip that reads "ISL9504 BHRZ" that's located close to the connector and it is insanely hot to touch, so much that I had to take my finger off of it immediately.

I did some research on this chip and it seems very important for a lot of things. I am guessing this is why the machine will not boot. That is a real shame because I lack further knowledge to go into board-level repairs. :|
