So I was given a Macbook Air to try to fix, running El Capitain, and here are the issues:

When the system boots, the Mail app loads right away, but when I close it, the menus still show in the menu bar, and then the menu bar flashes on and off every 1-2 seconds or so, and the desktop icons disappear. When it does this I can't select anything on the menu bar since it keeps flashing on and off. If I reopen Mail it opens, and all of the desktop icons reappear.

But now the problem is that I can't open ANY other app/program at all. If I do, I get a message saying the program didn't load properly. So the only thing that opens is Mail. And when Mail is open, if I minimize it, the menu bar still shows the menus for Mail. I can click on the Apple logo and shut down/restart, and even get into the "About This Mac", but nothing else... not even System Preferences. I did see 2 programs installed: "Advanced Mac Cleaner" and "Unpollute My Mac", but I can't even open the Applications folder to delete them. I even booted to Recovery to do First Aid and all came out ok.

So does anyone have anything I can try to get this working? Keep in mind the only app I can open is Mail.
