Hello!

I wonder if MacBook Air highSierra 10.13 2017, would support a 23.8 FullHD (1920x1080) external monitor? Or it will be a bad resolution?
 
It should be fine, I used my 2013 MacBook Air with an old 23" Apple Cinema Display (1920x1200) and a 24" Vizio monitor (1920x1080). Worked very well for me. True, you won't get "retina" resolution on an HD monitor but personally that didn't bother me.

A 2015 or 2017 MacBook Air will run an external “4K”monitor at 60 Hz.
